I wouldn't say it is a bug. I'd better say it behaves different. And I would say that the behaviour differs from the one stated in some articles. Some more testing would be necessary like a combination of different IE versions in different operating systems. From this point on -in my point of view- this is an issue related to the browser and not to TMG.
